In Pa, "Eviction" is handled by the District Justice, but most of these judged will refuse to rule of these cases;  because the occupant of the house is "not a tenant", since they don't have a lease. 

A smart REI wont buy a property only on the hope of appreciation, it's just icing on the cake.
