Dallas is having all kinds of issues in permitting department, and I'm thinking likely their solution will be to hire a 3rd party company to take over....if they do that, likely that company will be very aggressive on things like this, as they will be held more accountable, and their profit may depend on how much fees they collect, so they'll be more motivated to report and find things like this.I'm not sure anyone can accurately predict resale value.   

I am in a similar position as the caller, so I am curious to find a solution to this problem as opposed to simply not buying real estate.

But more than anything else, I have learned that this business is not about getting rather about providing solution to distress sellers and making that transition as easy and smooth as possible. 

Because of this a cash out refi might be better.I will say that I think that there is another option that could be an even better solution.

It doesn't sound like the real estate agent is your path to a solution. 

Even though I have been monitoring the MLS for only a 6 weeks, I can't say I found anything that is a solid investment. 

Once they realize how big that is, they will realize they have to put a team in place and monitor them especially at the outset.
