I believe generally expungements relate to criminal records not recorded docs. 

There are several tenants who pay on time, don't have evictions/criminal records but they can only afford lower rent homes.

Of note; I only put forth one applicant at a time after I do a free preliminary screening checks of past landlords, employment, and open source criminal courts online.

When it comes to criminal record, I am often most concerned with criminal records of violence and fraud/theft. 

Increase your standards and screen thoroughly.There are dozens of ways to check a credit/criminal background.

I do a prescreen of past landlords, income, local and state criminal checks on open databases.

Seattle has a new regulation that prohibits landlord's from performing a criminal background check on prospective tenants.
