The numbers can totally be manipulated depending on the neighborhoods called for the survey, etc.

The only fees you should pay are for the survey and appraisal.

US News does the best rankings in my opinion (Princeton Review bases almost everything on surveys, allowing schools to game the rankings by encouraging their students to submit glowing recommendations) - I got my MBA from #8.

Formal rent surveys can be produced for a fee.
