Do some investors go without Texas Windstorm Roof Insurance on a small, 1 story house (1100sq ft)?

I have three different tenants all paying separately for one house. 

The roof of the whole building has to be renovated as well, which will happen since all residents are obliged to pay.

They sent a very professional slide pitch deck that showed all of their justifications around that specific market, e.g. employment market, housing shortage data, the new developments in the area, the air bnb data, etc. etc.They also stated the numbers were conservative (7 year to reach the target returns) and that likely it will be year 4-5.

I am having to replace the Truss and roof over the garage (garage is attached to the house).

Just aiming to get close to the 950 for now, then renovate during a turnover in a couple years.

Does your local housing authority allow this type of arrangement? 

So I like to lean into a combination of house hacking and value add.
