Probably not likely, but not guaranteed they wont fight you on it.At 3x's the cost, I'd continue to try and find alternatives. 

They probably know and have been advised that a "Deed in Lieu" destroys their credit.

How will we get word, if he wont respond to us ?

(Especially ones that are near this area too - but welcome all suggestions, tips, etc. )  This is definitely out of my comfort zone, and wont be easy, but thats what will make the journey all the more worth it.

Typically you have to sign saying you wont sell or give away the dog but return to the rescue service.

That’s on them pay me my rent and don’t destroy my property and I’m golden.. if they kill themselves then I can’t help that except clean up and re rent and move on.

Are there hidden costs that aren't underwritten to that destroy cash flow?

Just connecting with them and finding out what they need help with or are looking for can be a great way to start melding into your local investor community and find opportunities others on the outside wont find.

If rents are exactly the same that wont matter as much.
