I recently helped my father and mother sell their home and move into a retirement community close to me.  

This sounds like a huge violation of the Fair Housing Act as you would be discrimination single family mothers for example. 

Time to look off market or something creative like find a house that is zoned for multi and add a mother-in-law or studio (lots of old town Anacortes would work well for that strategy).BTW, do you know anything about raising a floor / crawlspace foundation about 4"?
