Overall I just don’t know where to begin and would like some advice from others who have done it.

I have been getting crazy numbers from contractors and I understand California isn't cheap, but I was hoping to get advice on how to find someone that's reasonable and dependable.

I assume your question means that you don't have any money of your own, to which my advice would be: go make some money first, then worry about trying to buy RE.
