I think we're all hoping nothing criminal has occurred but it may be safer to let anyone know so they can take precautions

Its waaaay to obvious who are the criminals here.  

Be very careful with tenants with criminal history and pass on tenants with prior evictions.

For example, I wouldn't want any sex offenders or violent criminals. 

Not only could the state charge them for this offense, they can go back and file criminal charges for the first complaint as well.

Of course the criminals there know this and act accordingly.

Just about anything as to due diligence performed by more seasoned types can be circumvented by someone who has enough knowledge and is just criminally inclined.
