(You said you plan to buy it for the amount of the loan, not the value of the property.).

That will be a big factor with regards to whether you can qualify for a DSCR loan or not.

They are definitely responsible for starting the fire, whether utilities were on or not.If tenant has insurance, they should file a claim.

Insurance typically covers only the directly damaged area, not undamaged flooring, even if it's continuous.

The loan is non recourse, so I have no personal liability.  

The insurance is higher along the coastal areas because of potential hurricanes but not bad the further north you go.
