Now, if he tries to fix an electrical service panel without being a licensed electrician and causes a fire, I can see how he can be held personally liable since he was acting outside his "scope" - he's supposed to be a manager, not a contractor.

To get power back on for Progress Energy (and other utilities) requires a meter base inspection from the local inspection department and requires identifying a licensed electrician on their form.

Example replace a few circuit breakers,electrical outlets,switches and electrician costs hundreds and hundreds or more to do the work.You can do it for 40 dollars in parts if you know what you are doing.A plumber soldering pipes in the wall and changing a main line instead of saving 75 in labor I will just let them do it.It's all relative.
