It was dry as a bone when I looked the house over. 

These pictures are before the poly was dry... and doesn't look that shiny now.  

Your description doesn't sound that badd and you don't have to replace all the dry wall to do electrical and plumbing work about a that can be done from above underneath or outside

From weather, getting land rights, lack of rigs, to just a dry hole there is always something going wrong.   

Thanks @Fahim Siddiqui things are running smooth our biggest problem now is the local market is drying up for rentals.

The only thing is that the interior of the garage is incomplete, needs dry wall and a ceiling.

A conservative lender like a bank will want to make sure they don't lend you money only to see the rental income dry up during the life of the loan.Strength of your personal finances - again, the lender will want to be protected if the income on the property goes sideways.What do you think the property's value will be appraised at?

It appears to of dried out causing the bulge.

The house is now vacant and in need of renovation (bathroom and kitchen had dry rot issues, two bedrooms had partial wall removal due to mold on the plaster).
