However, it does have a nice pond on it that may provide for an attractive site for some development once the land is cleared off.My question is in regard to the bank note needed to buy the land and the bank's interest in the timber.

Its a job / population growth story w/ a lot of diverse industries and good quality of life at a reasonable cost that will continue to attract businesses to move here.  

They are simply there just as a way to keep you attracted to their site!

If a community cannot attract owners they have a major problem they need to solve or they need to sell the community to someone who can fix the problem.

There are some areas where there are revitalization programs to attract investors but those areas with the incentives are also usually the areas with the most crime.  

Being close to downtown and campus also attracts many high level professionals as well.

They never drop the reserve price, only the opening bid to attract bidders who think they might get a good deal.

If it is an attractive ROI compared to alternatives, you have a good story to tell and will likely be able to find some partners.  

The condition that the units are in will not attract quality tenants, or the folks that I want in my properties. 

If you are at market price, then that's not as attractive to them.
