The tenant is obviously lying about it being a service animal and most likely the so called Doctor would give her a not for a stuffed racoon if asked.

Eventually, I stuffed some steel wool into the crack and I'll go back there in a week or so with a bag of concrete and a tub to make a full-on tenant-satisfaction pantomime out of filling that crack and protecting her against the terrifying concrete-tunneling squirrels.

If you can still procure guidance lines or bank money at low interest rates by stuffing your cash in a project you may be better off using more of your own money.  

Perhaps offer to do some small tasks like scouting deals on the MLS, stuffing envelopes, checking up on / cleaning rental properties or doing some filing/data entry.
