I don’t know about New York but most states including North Carolina  have enacted an expedited eviction procedure for 10 tenants violating drug laws so just do your routine property inspection and leave a small amount of drugs in a closet ,  then call the police for search warrant which will remove the tenant to jail  The unconstitutional CDC addiction ban does not apply to evictions for anything other than nonpayment of rent
