It's in a fairly wealthy suburban village and 5,000 sf total including the basement.

I am guessing by the price, rents, and size that it is most likely in the Rose Village area or nearby Clark College.

These expenses include property taxes (school, village/city, town and county) property insurance, regular maintenance contracts for things like lawn care and snow removal, maintenance reserves for unexpected repairs to plumbing, heating, etc and for large expense items like roofs, painting, and updates).  

I'm curious as I'm looking to tear down a house as well to build new construction in the Northside Village area.

School tax, village tax, town tax, and county tax. 

If you look at Bayonne's Master Plan from a couple of years ago, two of their key priorities are to revitalize Broadway and to encourage development in the 4 "Transit Villages", which is exactly what's happening. 

And as stated previously, since it was so soon after move in, no way to know if they were there or came in with the tenants but if you saw roaches there before, they probably had a whole village in the walls.
