You could outright short the fund, but there is the old adage...the market can stay irrational longer than you can stay solvent.

In the Sec 8 Bible, they talk about tenants taking in laundry and starting a car wash at the rental house.

They would be forced to either increase borrowing, cut programs, or increase their local taxes in order to remain solvent.
