We're looking in Broward County and our HOI quotes for SFR are $6,000/year+ - I understand we need flood insurance down in those zip codes but with the added expenses we're finding it hard to break in.  

But the seller never provided me documents stating how much the payoff is, how it is paid, etc.. and also they checked the box that says " is the cost of any alteration of the property being paid by an assessment on the property tax bill" as no. when that is how the PACE loan is paid and the fact that it is being paid through the tax bill is what is screwing me because that means that it is being paid to the government, and the government always has to be paid off prior to the lender on the house. is this enough to have any sort of battle?

Check with your local county tax collector, zoning and code enforcement.

I have seen deals like that take well over 100k to get to code.

Additionally you can have grandfathered items on old buildings that once they break even if they could be repaired the code says they have to be replaced and brought up to new standards.I know some investors that invest in student rentals.
