The upper unit has pretty much been gutted (there is still some flooring left but studs otherwise), and I was wondering if it is worth doing any sort of noise reduction with the upper unit to possibly avoid future issues between tenants. 

BUT then again its got the campus ghetto thing going on too, and that brings its own problems like noise and opportunistic criminals.    

Its just that we have to have the discerning ear to pick out what is actually signal or truth and discard the noise or the rest of it.BP is no exception, lots of signal, and lots of noise.

I wouldn't have to worry about the cops showing up every Friday night, noise complaints from the city, angry neighbors, my business name being tarnished forever and I'd get to check one more thing off my bucket list. 

One more difference is that this is a two level building so carpet will have more noise absorption vs hardwood for the tenants below.

I put in hours in the seat and grind my face off.The sense I get from this question is “show me the shortcut”.

I think this is really about finding somebody who doesn't care about the noise.

Most states require 24 hr written notice.Tenants may seem very receptive but once the noise, dirt and inconvenience begins they can turn very nasty.Do it by the book, never make assumptions when dealing with tennants.

Some times people make a lot of noise trying to get a concession.

Cold calling definitely works to grind out some leads, and if someone did 1-2 hours a day 5 days a week  for a few months, momentum and sales would be built.
