From what I've gathered, they don't like knowing people can rent them out and make money on a lot that's zoned, strictly, as low-density residential.Second, and the biggest issue, is that this property has $400k in code violations against it.

First, I'd check your local municipal code and condo board for their rules to see if there are any restrictions on who/how many you can rent to and if the board needs to approve.

The town will have by laws posted online that tell you what is allow in the zoning code this house is in. 

For term-based work (construction, renovations, additions, etc.) set completion dates, paid milestones, and if you can afford it, bonuses awarded for completing work ahead of schedule (with specific wording to make sure they complete work up to code, quality, etc.)3.)

Decide how much money you have access to, & the zip codes, city or state you want to focus on.

It has millions of Pre programed codes built into it and when you want a code for a date range the computer tells you what code that would be.

I would notify him that you were unable to wait that long and intend to inspected this coming week. if he complains about you going through the house without him present, offer to walk through it altering a FaceTime video chat with him.In the future, I recommend notifying your tenant that you would like to do an inspection and offer them two specific dates with two specific times on each date. they can choose one of those four options or choose to let you inspect on your own without their presence.
