Would pulling up the wood boards and placing a plastic membrane layer directly to the joists before reapplying the boards work?

He has a companion who he has been going south to Arizona for the winters with for a few years and I hear they traveling more. 

Make sure you hang plastic to build a containment around your work area because the aerosol epoxy dust travels far and gets on everything!  

I Use 9 in. paper and tape around top and bottom trim and plastic on the walls and floor to prevent overspray.

The tank is plastic and they have a life time warranty on the tank.

I recently started to notice that one of my tenants was dumping the trash from her car (Newport cig. boxes, candy wrappers, plastics junk , Mcdonalds bags, etc.) in the same spot in the driveway of my 3 family.
