I was told if it’s a shed or detached structure it would be ok, but since it’s a roof they will not allow.  

Has anyone had any luck on structuring a deal with seller financing to obtain the land, then use a lender for the horizontal development infrastructure.

However, poor operations, poor financial assumptions, poor finance structure, or a combination thereof can quickly turn a great deal on paper from hero to zero.

I reviewed the SB9 legislation, and it states that properties occupied by a tenant in the last 3 years are excluded from SB9 but only if the project includes demolition or altering more than 25% of the exterior structural wall.

As they mention one of the best solutions is to make sure water does not flow toward the foundation it should flow away from it for many reasons structurally but water is not your friend.
