I don't know of any states that apply different/no standards, but a suppose it is possible.70 square feet, minimum width 7 feet, minimum ceiling height 7 feet 6 inches, window of sufficient size to serve as egress, closet.

If it's possible to alter the grade of the land or improve the drainage, and the house only got an inch or so of water in it, that house may escape flood damage next time.
