The only time a price per square foot number makes some sense is in new construction, and even then there can be variations in current conditions like the soil types, is underpinning required, are utilities already tapped, etc.

There would probably be too much variation between properties for any kind of rough numbers to work for the project as a whole.  

We simply don't have enough data to launch a nationwide UBI program of this magnitude right now.I think it would be WAY more beneficial for a us to consider a trial UBI program on a much smaller scale.
