I have not spoken to the owner yet (but will) but my friend also said that the property has had full vacancy for over 3 years (mostly elderly people), Utilities are metered individually, refrigerator, gas range, washer/dryer hookup in each unit.

I also find they let me know about issues a lot faster, washer not working, light bulbs out in the common area etc.. ( we manage the building ourselves).

As for the vinyl flooring, it might be better to think about replacing with tile floors as they are more durable, especially if tenants are moving their own washer and dryer.
