The spouse does not want to volunteer their time/efforts to help your partner be more profitable when their own efforts aren't being compensated.My wife sounds a lot like your partner's wife.

There are definitely some fellow owners who would be bad condo board members, so I'm thankful that there are enough good owners that volunteer to be on the board.

Develop a professional relationship w/ experienced r/e investors and volunteer to work in exchange for education/experience/mentorship (not money). 

If they got pushy they'd tell them it was inappropriate and to please knock it off.We had a 90 year old veteran who was also a volunteer down in the canteen kitchen; his job was to take trays after folks gone done eating.  

There are several factors that determine the premium, such as, the dwelling reconstruction costs, the fire rating classification, if the responding fire stations are paid or volunteer and if you have a hydrant within 1000' of you property, your credit rating, just to name a few.

And the price is ridiculous...I don't know a thing about this area, but why not tie it up with an offer and perform your due diligence... if something terrible comes up, back out through your escape clause.Otherwise, keep this one on the radar and discover who buys it and what they do with it...even volunteer to help locate tenants, etc. if it is an investor...

Used to allow pets (because I have them and used to do volunteer work in greyhound rescue). 

We find that genuine applicants volunteer information often over and above what we asked and often invite us to pursue further enquiries.
