I let contractors have keys to these, then when I'm done having strangers in the house I put the finished locks on so I don't have to change locks again.I try to keep one working toilet available in a rehab house at all times.

If you pay the utilities, there is very little concern for conservation on the tenants part.. they are less likely to report leaks/running toilets.

Leaning that some guests feel entitled to taking random items such as rolls of paper towels, toilet paper, cleaning supplies upon departure with the notion that the unused items are complimentary since they paid for their stay.
