I would not allow a tenant to maintain/add chemicals to the pool.

While there are a lot of tricks to mask the odor or minimize it, the chemicals within the paint are actually off-gassing and will continue to do so for some time.

You need to be careful that you let tenants know because some people are very sensitive when it comes to using chemicals.

Often you have the ability to check for previous fires, chemical issues and ambulance transports.

The reason for using shellac over other chemicals (paint, polyurethane, etc) is because the pores are small enough in shellac to prevent the odor molecules from finding their way through.Although this has always worked on my projects, it's possible that yours is bad enough that this won't get rid of all of the smell.

And, the less proof of expenses this guy has, the less purchase price he should be able to command.Also, I owned a pool service & repair company in Calif for 8 years, and I would tell you to have one or two pool maintenance and repair companies come look at this property and quote you the following:- Monthly pool maintenance cost- Monthly chemical cost (which is normally separate from the service cost)- Monthly supplies (things get broken all the time at commercial pools, like skimmers, baskets, poles, signs, etc. and you are required by law in most states, and especially California, to have a long list of items pool side at all times, so as soon as something gets broken, you must replace it.

. ^^^^ what Ed said,Ozone machine alone will not do it for hardcore pet odors (cat urine) Ozone machine is just one step and one tool in the process, you must chemically treat the effected areas (walls, baseboard, hardwood floors, sub-floors), remove and  replace carpets, kilz over effected areas and then treat with ozone machine for multiple days.

They drill a hole, inject chemicals then patch the hole.
