While it is true that without a purchasing sales agreement in place, the appraiser does not have an anchor to which he or she could use to derive their opinion of value, it really shouldn't be necessary. 

You may want to look at commercial strip malls with solid national anchors (Dominos, Verizon, Subway, etc) or NNN single-tenant properties (Walgreens, Dollar Stores, etc...). 

@Eric Perez that's what I was thinking, however that's not requires here in the northeast, I wonder if the condo is prefab and maybe they used these brackets to anchor the exterior walls to the foundation rather then bolts.

I mean look at those that own restaurant buildings or small commercial anchored by restaurants.

Also it will help anchor our neighborhood property values, so lot's of wins here.  

Pro-tip:  Tie down/anchor your snap traps so they don't get away and die in the wall!

The healthcare industry is huge here with the Texas Medical Center just a few minutes from downtown that is anchored by the world renowned cancer center at M.D.
