Your question of "does the product exist" is a yes, but the better question might be "will the property cash flow at a 1.0X or better at 15% might be the more appropriate question. 

Would anyone care to recommend a bank, credit union, etc that will do a HELOC on an investment property?

Meaning that the owner of the property will have a property and license to rent out these 8 units individually per day or months. 

Can they prove how long it takes to rent a vacant property?

Are they doing everything they can to expose properties to the widest possible market?

Then use those funds for the rehab of the other property.

I compared other properties in terms of age, sq ft, acres, beds, baths, basement, garage and a subjective measure of interior condition.I have a huge problem with the automated comps (Zillow, RPR, etc) because they could not account for the interior condition. 

But to your point, this does not include Property Management.
