With electrical, there's a risk of the electrician injuring himself (electrocution) or killing an occupant (fire hazard from improper wiring). 

Some things you don't know until you experience them...it's a challenge to find reliable electricians, plumbers, etc.

I don't have any connections for you in that area however with what you want completed you will need a licensed electrician and a licensed plumber to complete the work you listed.

What should I say to the electrician?  

If you are a landlord you should have 3 numbers in your cell phone: HVAC guy, electrician, and plumber.

Pinching pennies with your electricians, plumbers and HVAC guys will get you 2 Chucks in a truck and have you spending an extra 5K just to fix what they jacked up.

We went 10k over asking and then asked them to cover the closing costs and a 3.5k check to the electrician of my choice for an electrical panel upgrade.

I believe a 3-day inspection is enough time to get an inspector into the property, but getting all the additional contractors, such as plumbers, roofers, electricians, and HVAC, can prove to be difficult, especially for anyone with a full-time job.
