Haven't seen any current numbers as to the percentage of house sales inside the town limits vs. the Vero area (outside the town limits, but in the Vero mailing address area which goes to the border of the town's north and south of it.).

The lady does not own the property but is handling the probate of her deceased niece.

Is 2nd beneficiary the heir that gets the title if the original beneficiaries to the deed are deceased at the time of the owner's death?  

I would try addressing the question to the Houston community as well, as there are a lot of investors there that go across the border.

Seller would not necessarily need to own property free-and-clear.For example:Seller is administrator of his/her deceased Mother's probate estate with full authority (meaning no court confirmation required, for simplicity sake).
