With the vast amount of regulations on so many of our industries, anything that promises lots of jobs, like housing construction does, will be grabbed at (ala George Bush) as a way of reducing the massive unemployment we currently have.  

I agree with @George P. about the Roxul and de-coupling channels (I use both in my new construction duplexes), but neither are likely a good option for you.I believe that any insulation you can blow into the wall cavities will not likley provide must sound damping (Roxul is heavy insulation make of mineral wool made from stone).
