If I cannot recoup the funds from the current owner can I do a full inspection of that unit during my pre closing inspection to bill the assistance program for any visible damages before 2/2025 when the guarantee expires? 

So for a mobile home not attached to land, you can write up a bill of sale?

Most people focus on the numbers and then learn the rehab portion through trial and error/ feedback from other investors.

We have a lease clause that plumbing issues caused by the tenant that are not the result of a mechanical or material defect in the plumbing material are billed to the tenant.

Also most people employed, so even if it is a struggle they can still pay the bills.

Regardless though, @Bill B. makes a very good point. 

The tax assessor will usually send a tax bill to an address the owner is listed as recieving it.
