Take us all the way from the street to the meter to the water heater to the fixtures.That would help us guess what might be going on.I have quite a bit of experience with mystery water usage BTW.

Turns out he was convicted of double murder in the early 90s.

There is a sense of urgency for them when they are paying the bill and mysteriously the usage goes down.
