It may differ widely by state but most states have too tight of a budget to go one on one cops and sex offenders.Drug and alcohol addiction is the underlying cause of most felony convictions however.

in general higher priced markets over the long term are expected to have higher appreciation and greater rent growth than cheap markets. 2 scenarios: you invest in 1) low cost no name Midwest market that achieves 1% rent ratios and produces modest cast flow, reduced to modest due to current rates.  2) your own moderately expensive market that is currently cash neutral.  10 years from now which do you think will have the better cash flow?
