For the past several months I've hired a property service company to board up the place, call the police for me when they spot someone in the home, and even clean the place out.

I'm not a real estate lawyer, but I think if a squatter is not receiving mail, nor have utilities in his name, and of course is not paying you rent or have a signed agreement with you to stay there .... you might be able to have the police escort him out permanently.

Do you have to close any roads because theirs permits and fees and costs to police you have to pay?

The reason I ask those questions is that in SOME cases it may rise to the level of fraud and be something you can actually report to the police.

If the tenants were legally evicted and keep breaking in, set up camera, simple security alarm and call the police. 

She can call the non-emergency number for the police and ask them what she's allowed to do (ie change the lock, put his stuff on the curb). 

At this point, Baltimore city is one of the most dangerous places to live as a result of a police department that refuses to do its job for fear of being prosecuted by an incompetent states attorney for it.
