I guess it must have worked for them in the past, but the conversation got ridiculous, where I found myself assuring them that I understood that they would never get rid of their cat, but that I don't allow cats.

I'm not sure if I understood your post correctly, if she moved in last October, or recently, but it was not uncommon for there to be a hiccup in getting the sewer bill in the tenant's name in the first 1-3 months.

The situation is clear and understood between me and my realtor.
