Notwithstanding the above comments (which I agree with), to answer your underlying question (disregarding the effect of depreciation and recapture):Gain = $31K - cost of sale (commissions etc) - any capital improvements made during ownership periodIncome each year = $19,200 (assuming zero vacancy, substitute with actual income collected) - interest (NOT principal) - taxes - insurance - utilities - maintenance - any other expenses

Nothing wrong with that but sometimes I find that there is no substitute for boots on the ground, meeting with owners.You'll always find unmotivated sellers in direct mail and in person, the beauty of direct mail is that the effort comes from the owner to contact you, rather than you seeking them out.

The board usually has power to create and vote into effect rules and regulations along with penalties per the bylaws, but creating rules that require labor from unit holders (labor being substituted for a higher HOA fee) appears to be beyond the reach granted to the board and instead requires a majority vote from all unit holders instead of just the board.

Restoration of previously used entitlement is possible if the property which secured the VA-guaranteed loan has been sold, and the loan has been paid in full, or an eligible veteran-transferee has agreed to assume the outstanding balance on a VA loan and substitute his or her entitlement for the same amount originally used on the loan.
