One reason eastern KY really lags behind is that they don't have a lot of employment opportunities and lower populations.

I see this as an opportunity to ladder or, maybe more appropriately, cycle of building equity and taking out loans for income. 

Those are opportunities for experienced investor but you're not experienced.

If I find a property in the Denver area, I plan to house hack although Denver's price point is a hurdle for me so I'm leaning towards long-distance opportunities.
