This is just my method and it works well enough if you want a clear cut way to do something: Score each section honestly with 1-4. 1 being the best, 4 being the worst or vice versa... doesn't actually matter (for the sake of this, we'll do 1 = best).

Actually it is a benefit for one party to "check" the other party so that these wild changes do not occur and the people as a whole can rely upon a fairly consistant overall policy.I think it would be very interesting to have the two parties put forth their men to run for the president with the loser becomming the Vice President.
