However quality of life and stable market in a major city is hard to beat....I have surveyed other markets but I couldn't get the returns here in very safe neighborhoods.

I personally love rentometer for surveying market rental rates, I find it to be pretty accurate. 

They would not grant a partial release.We had to time it so that they refinanced before they could sell the lot, but it worked out great for them.If you can wrap all the costs into the refinance (pay off the existing loan, survey, and title work) then it looks like you could pull off a "free" lot....or at least have a minimal investment in it.

The same consiltant should also be certified/licensed to perform an asbestos survey.

Purchased this property for $42K Cash on 1/6/15 (including all fees), rehabbed for $2558 (including all holding costs and survey) and  financed at $46K on 3/4/15 with private lender for 15 years at 9%. 

But looking into some detail and we found that the appraiser had forced a $30K "management fee" into our NOI and now we only have $120K NOI.Also the appraiser got a cap rate survey from a company in Florida.
