We have hard criteria (credit worthiness, criminal record, etc) but they have to pass the PITA test first. 

Shoot, all those places that require you to completely update wiring when you swap out a panel are positively criminal and just trying to squash your capitalistic spirit and inhibit your ability to make a profit.
