In this case it sounds like it's her negligence that caused the problem and she should have to reimburse you for the repair.It was her fault there was no heat and if she didn't like it she should have simply PAID the bill.

I buy my washer and dryers slightly used on Craigslist for $30 ish (just make sure they are nice ones, "wanted" adds are key for this), and $30 each could potentially add you another $300 in month.
