Subscribe to the local newspapers and business journals.I can tell you as a broker and real estate investor in a strong southeastern growth market like Greenville SC, I get lots of calls from out of state investors.

You need to subscribe to a RE software/website. 

U tube on whatever real estate subjects you think people will subscribe to your channel.And I a sure there are many more avenues to create income in and around real estate other than being a landlord.

Currently, I am using Remine with our local direct mail postcard campaigns and have subscribed to PropStream to utilize the same approach for out-of-state investing.

Is there a software that allows me to do this without subscribing and paying a hefty monthly fee?  

I subscribed to the white pages online, found the owner's contact information, and started communicating.

There was an episode of the podcast that featured a woman who had created a property management platform that allowed the owner to turn on/off features like maintenance services and subscribe for a flat monthly rate rather than a % of rent.
