@Daryl Luc I am not sure what members of your family do for a profession - that you insist on repeatedly telling us - have to with the accuracy of your statements? 

As a tenant now, I really hate it when a landlord won't let me sign early, and insist on only signing the lease on move-in day.

Additionally, if the prospective tenant insists on applying knowing that the building is not approved, let them know an estimated timetable of how long the inspection/repair/re-inspection process will take and that there is no guarantee - it may take longer.
