So I guess this is a lot of info, but I'm thinking perhaps with a raised building and a decent elevation I might could just have fire/earthquake/wind/hail/liability coverage for $2,000 (or hopefully less when I shop it around) and save the $1,500 a year on that flood rate.

One thing beyond anyone's control on rates are losses,,in Texas we get bad hail storms from time to time, when they come through you start seeing new roofs going on,,if a storm hits a particular area you can see 30%+ of the homes on a street getting new roofs, and that usually means the same thing for that entire neighborhood.
