I have talked to one of the policymakers in HCD over probably 50 emails, the Department of finance, city Mayor, City attorney, the Californians for Homeownership, Regional Affairs Officer, Orange County,Southern California Association of Governments (SCAG), Orange County Projections (OCP), the Center for Demographic Research and still haven't anyone to help me but I still searching for someone to make the city understand.

Also if you are doing this with your partner you should both agree on the approach and ensure that your affairs are in order specifically w.r.t the property ownership. 

We have many transplants here, they are very active in local affairs and work to implement the same policies that they are running away from... blows my mind. 

To recover lost of income, you can call your city local affairs and find a program for landlords/tenants that helps people that were affected by Covid.

For example, veteran's affairs, social services, vocational rehab and private agencies are all places that provide help in my area.

I will then go out and use my VA loan eligibility to get a two-family home and house hack that property while renting one unit to Veteran Affairs..
