If the tenant's pets or lifestyle is the root cause of a pest problem, then it would be appropriate to charge them for the cost of remedying. 

Our attitude is that our target/typical client remedies any risk that such inspection results discover, anyway, requiring the inspection is "redundant" in a sense.
