There seems to be more C and D neighborhoods than B's and since government employees are not paid enough for the most part to afford the upper scale properties, one would be hard pressed by vacancies.

As to the photos of the rehab in the OP, I noticed you used a casement style window on the front of the house; I personally would have avoided a casement at the front porch, because the outward opening sash is likely to bang into a chair or bench that would be great to have on a porch, plus when a casement is open people could damage the window.

-scour your "rough" neighborhood 5 years statistics (you want to see improvement)-scour your local press, local town news (you want to see plans to do something/improvement)-check former owners building history, any permits pulled in the past-take some of the hardcore local landlords to a dinner/coffee to see how they are doing it in the area-make a few visits to the local HA and find out the inners.

The sole purpose of this is to setup a phone call for a fishing expedition to determine how much liquid cash or credit the prospective student has available and then to go for all of it which is why there is no set price to join the Rhino Group and why you'll be hard pressed to find two people who've paid the same amount.
